California's Renewable Energy Portfolio Standard (RPS) was established by Senate Bill 1078 (Sher, Chapter 516, Statutes of 2002). It required the state's retail sellers of electricity - investor-owned utilities (IOUs), electric service providers (ESPs), and community choice aggregators (CCAs) - to procure 20 percent of their retail electricity sales with eligible sources of renewable energy by 2017. California's energy agencies subsequently volunteered to achieving the 20 percent target by 2010; seven years earlier than the target.

Why go solar? One reason is that Solar, sometimes referred by Photovoltaic (PV), can reduce or eliminate the amount you pay your local power utility provider. Another reason is the electricity the system produces is reliable. (Scientists believe the Sun has another five billion years to go.) And yet another is the ability to sell power to your local utility. Chances are you will produce more electricity during the day than you use. What is a PV / Solar system comprised of? Generally you have a number of PV panels, referred by an "array", and on each panel contain the actual thin, photovoltaic cells. The number and efficiency of these cells is what determines how much power the system will output. This describes the "collector" side of the system. The other side of the system is the "converter". Solar radiation, or sunlight, received by the "collector", must be converted to usable form for you to use in your home or office. In its received state, the power is in DC or direct current, like you would see from a battery. This must be converted to AC or alternating current to be able to be used and sold. Another aspect you can consider, if you do not wish to sell the excess power, is to store it power storage cells. This gives you the advantage of using your collected power to light and heat your location at night.

What is wind energy? Superficially, wind blowing across the surface of the Earth comes in contact and pushes fan blades of an erected windmill like structure. A more definable way of describing wind energy is ((Mass x Velocity) / Time) x Turbine-Efficiency-Coefficient = Power. All this means is that the air has mass (humid air has more than dry) and it is moving at a certain rate during a slice of time. This is the energy received at the turbine's fan blades. You then take into account the efficiency of your wind turbine generator which will produce the apparent power result.
Wind energy plays an integral role in California's electricity portfolio. In 2007, turbines in wind farms generated 6,802 gigawatt-hours of electricity - about 2.3 percent of the state's gross system power. Additionally, hundreds of homes and farms are using smaller wind turbines to produce electricity.
